PANEL II · MULTI-DOMAIN OPERATIONS IN MOUNTAIN ENVIRONMENTS
Winning the Heights: A European Concept of Multi-Domain Operations in the Mountain Environment

Winning the Heights: A European Concept of Multi-Domain Operations in the Mountain Environment

The presentation proposes a distinctly European approach to Multi-Domain Operations in mountainous terrain.

It argues that mountain operations require integration across the land, air, cyber, space, electromagnetic and cognitive domains while emphasizing resilient logistics, protected communications, critical infrastructure, coalition interoperability and civil-military cooperation.

Rather than treating mountains as merely difficult terrain, the presentation demonstrates how they shape operational design across every domain.

Multi-Domain Operations Integrating effects across land, air, cyber, space, electromagnetic and cognitive domains.
Mountain Operational Design Understanding mountainous terrain as a factor shaping operations across every domain.
Resilient Logistics Maintaining operational support and sustainment in complex and geographically constrained environments.
Protected Communications Preserving command and coordination across dispersed forces operating in demanding terrain.
Coalition Interoperability Enabling multinational forces to operate effectively across domains and national structures.
Civil-Military Cooperation Integrating critical infrastructure and civilian capabilities into the wider operational environment.
