Col Vegard Flom, NOR army was appointed as the Director of NATO Centre of Excellence Cold Weather Operations (COE-CWO) 1st February 2024. Col Flom brings operational and strategic experience, having held multiple positions within the Norwegian Army and Defence Staff, and completed several combat deployments in Afghanistan and the Balkans. He holds a master’s degree in international Affairs from the Arctic University of Tromsø. Parallel to director of the COE-CWO serves as the Commanding Officer of the Norwegian School of Winter Warfare—an institution with over a century of expertise in cold weather military operations. As Director, Col Flom leads COE-CWO in its mission to enhance NATO’s capability to conduct effective military operations in cold weather environments. The Centre serves as NATO’s clearinghouse for cold weather operations, working in close coordination with the NATO Command Structure (NCS) and Allied Nations. COE-CWO provides subject matter expertise across the full spectrum of operations and transformation, acting as the principal advisor on cold weather operations to both the Supreme Allied Commander Transformation (SACT) and the Supreme Allied Commander Europe (SACEUR). Through its extensive network, the Centre collaborates with leading experts across the Alliance and partner nations to ensure readiness and resilience in extreme climates.
